Exploring Local Climate Action Financing (FLLoCA) at the Africa Climate Change Summit in Nairobi, September 2023

Highlight from the Africa Climate Change Summit 2023 in Nairobi: On Monday, September 4th, 2023, President William samoe Ruto launched the groundbreaking Financing of Locally Led Climate Action (FLLoCA) County Climate Resilience Investment Grant. This pioneering project represents ‘Homegrown Solutions to Global Problems’ and holds the potential to drive a bottom-up transformation agenda. hashtag#FLLoCA boasts an impressive funding of USD 295 million, with support from the Government of Kenya through the National Treasury and development partners. In addition to this milestone, the President also officially launched the following initiatives: The Long Term Low Emissions Development Strategy (LT-LEDS, 2022 – 2050) is a comprehensive document outlining a strategic plan for reducing greenhouse gas emissions and promoting sustainable development over a period of 28 years, from 2022 to 2050. It includes goals, policies, and action plans aimed at mitigating climate change, transitioning to cleaner energy sources, and fostering environmental and economic sustainability. National Climate Change Action Plan (NCCAP III, 2023 – 2027): This comprehensive plan outlines our national strategy for addressing climate change at the county level over the next five years, ensuring a unified approach to climate resilience and sustainable development. Kenya Climate Change Act Amendment 2023: This amendment to our climate change legislation reaffirms our commitment to mitigating and adapting to the impacts of climate change, aligning our legal framework with evolving global climate goals. These initiatives collectively reflect our nation’s dedication to tackling climate change head-on, fostering resilience, and achieving a sustainable future for all.” FLLoCA aims to decentralize climate finance, reaching all 450 wards in Kenya, thus transforming livelihoods at the grassroots level. This inclusive approach aims to benefit women, youth, people with disabilities, and marginalized communities. During the summit, I had the privilege of conversing with Governor James Orengo of Siaya County and his Chief of Staff, Cyrus Oguna.
